A Task Force is initiated by the Prime Minister allowing experts from all Avenues to assist in Investigating a Crime Scene.
I believe an Open Budget is a term used when funds are made readily available for a Task Force.
An example would be when the Government provides an Open Budget to the AFP to engage the services of Legal Practices to Solve Mysteries.
